Nova Scotia's Rate Based Procurement is deemed a competitive process to source Renewable Energy for Nova Scotians. The Nova Scotia Government has hired a third party procurement administrator - CustomerFirst Renewables out of Maryland, United States. The selection process, as per the request for proposals (RFP), will evaluate and determine whether the Higgins Mountain industrial wind turbine project will proceed.
If the procurement administrator determines these industrial wind turbine projects meet the minimum criteria outlined in the RFP, the administrator will then evaluate the project based on a scored criteria out of 100 points. Forty of those points will go to cost. Only 4 points go to environmental risk, 4 points for project site, 5 points for engagement with the public, and 3 points for social programs.
